Letter to Julian Knight MP regarding the ICO investigation into Cambridge Analytica

Government Record · Elizabeth Denham, Information Commissioner · October 2, 2020

The ICO found likely political-targeting purposes but could not determine which GSR data was used in a specific campaign. It also found no further evidence changing its view that SCL/CA was not involved in the UK EU referendum campaign beyond initial UKIP-data enquiries.

This targeted advertising was ultimately likely the final purpose of the data gathering but whether or which specific data from GSR was then used in any specific part of campaign has not been possible to determine from the digital evidence reviewed.

Annex 2, para. 30

The ICO found likely political-targeting purposes but could not determine which GSR data was used in a specific campaign. It also found no further evidence changing its view that SCL/CA was not involved in the UK EU referendum campaign beyond initial UKIP-data enquiries. Staff were concerned about leadership claims of impact and influence; models were mainly off the shelf. Actual electoral influence is not established.
