Inspector General’s Survey of the Cuban Operation and Associated Documents

Government Record · CIA Inspector General; Lyman Kirkpatrick · October 1961

The report documents unrealistic appraisal, inadequate policymaker information, and planning based substantially on hope of internal resistance. It supports institutional failure but does not itself use the later technical label groupthink.

The Agency became so wrapped up in the military operation that it failed to appraise the chances of success realistically. Furthermore, it failed to keep the national policy-makers adequately and realistically informed of the conditions considered essential for success.

Conclusions, p. 143

The report documents unrealistic appraisal, inadequate policymaker information, and planning based substantially on hope of internal resistance. It supports institutional failure but does not itself use the later technical label groupthink. Bearing on the claim: partly supports. Verification note: Official direct CIA PDF opened. Its cover states CIA Historical Review Program Release as Sanitized 1997, so the assignment’s declassified-in-1998 wording should not be repeated as the document’s own marking.
