ODNI: Declassified Assessment on COVID-19 Origins (2021)

Government Record · Office of the Director of National Intelligence · August 27, 2021

Office of the Director of National Intelligence, August 2021: intelligence agencies were split. Four agencies and the NIC leaned natural origin with low confidence, one leaned lab incident with moderate confidence, three could not decide. Most agencies judged the virus was not genetically engineered.

After examining all available intelligence reporting and other information, though, the IC remains divided on the most likely origin of COVID-19. All agencies assess that two hypotheses are plausible: natural exposure to an infected animal and a laboratory-associated incident.
